biography

Katie Cooper is the Research Projects Manager for the Oxford Institute for Ethics, Law and Armed Conflict (ELAC), an interdisciplinary research programme that seeks to understand and strengthen law, norms, and institutions to restrain, regulate, and prevent armed conflict. Katie is responsible for the overall administration and delivery of the portfolio of projects within the Institute. 

Katie is also the Fund Manager for the What Works Hub for Global Education (WWHGE)—a joint initiative supported by the UK’s Foreign Commonwealth and Development Office (FCDO), World Bank, UNICEF, USAID, the Bill and Melinda Gates Foundation and the British Council. The Hub brings together academics, NGOs, and government partners to enable and enhance learning for children in low- and middle-income countries. Katie is responsible for the development and management of the WWHGE discretionary grants that will be used to advance implementation science and achieve additional impact.

Prior to her current roles, Katie was the Senior Communications and Events Officer for the Research on Improving Systems of Education (RISE) Programme, an eight-year, multi-country education research programme. Katie was responsible for the delivery of all communication efforts and events, including the two-day RISE Annual Conference.
