I was born in Hong Kong and have lived and worked around the world, including in the UK and a number of years in East and Southern Africa.

I was educated in Oxford (Modern History and Economics) and in SOAS (Development Economics), and have worked in civil services in Malawi, Tanzania and the UK.

My policy interests are wide, and include behavioural economics and the optimal organisation of bureaucracies; as well as growth and private sector development in developing countries.
