Abstract

This working paper from the Lemann Foundation Programme at Oxford examines the impact of AI adoption in government, focusing on risks to service quality, equity, and integrity, with emphasis on algorithmic accountability. It discusses AI's positive and negative effects, highlighting cases of algorithmic discrimination globally. 

The paper also reviews Brazil's AI governance strategy and the key points of an AI bill under discussion. It explores global mechanisms for aligning AI with ethical and inclusive standards, offering recommendations for Brazil. While Brazil is advancing AI adoption, the paper stresses the need to strengthen accountability to ensure responsible, democratic, and human-centered AI in public and private sectors.
